Ibaraki Prefecture is a prefecture of Japan that has a population of 2,871,199 (1 June 2019) and has a geographic area of 6,097.19 km2 (2,354.14 sq mi). Ibaraki’s industries include energy production, particularly nuclear energy, as well as chemical and precision machining industries. Hitachi is a worldwide company as well as a city name where the company was founded. But mainly, Ibaraki is an agricultural prefecture, producing food crops that are used throughout the country. Here is the success story about how RPA was leveraged in Ibaraki’s local government office.

  • to reduce the workforce in the Ibaraki office that would be normal for its size
  • to improve the prefecture’s services to residents
  • to automate routine jobs to ease the workloads

The prefecture chose Capgemini for their global track record, know-how in RPA implementation, and also for their many consultants/engineers.

In 2018, the prefecture ran a PoC for RPA adoption, where the staff tried out UiPath products for 4 operations. As a result, the administration saw substantial reductions, so they decided to go ahead. In 2019, RPA was introduced for 9 operations, leading the pack among all local governments. In 2020, COVID-19 hit the prefecture suddenly. While paying out business shutdown benefits to operators, the administration quickly linked up RPA with AI-OCR to automate the handling of 12,000 hand-written forms.

  • saving 35,783 man-hours in Fiscal Year 2019
